The midfielder has been having problems with his wisdom teeth and the Football Association have decided to let him miss the game, but hope to have him available for the game against Portugal a week on Tuesday.
"I can confirm that Jermaine will not be meeting up with us for the Macedonia game, but we will assess the situation again ahead of the Portugal game," said an FA spokesman.
Meanwhile Hugo Viana has been named in Portugal’s Under-21s squad for the game, as well as a clash with Turkey on Friday.
