The much-travelled forward spent the last two seasons at Portman Road following three spells with Cardiff, scoring 18 goals in 53 appearances for the Tractor Boys.
But he found goals hard to come by last season, finding the net only five times and going goalless over his final 10 appearances on the campaign.
The 29-year-old has agreed terms on a one-year contract at Blackpool with the option of a further year, and he will link up with the squad by the end of the week.
A statement on Blackpool's official website read: "No stranger to scoring goals against the Seasiders, Chopra started his career with Sunday's pre-season opponents Newcastle United and had numerous spells with Cardiff City prior to joining the Tractor Boys.
"Chopra has scored 105 goals in his professional career so far, with 19 of those coming during his time at Portman Road."
