The 28-year-old France international was part of the side knocked out by Germany in the World Cup quarter-final in the Maracana on Friday, and Newcastle have accepted a bid for the player.
The initial fee is £7.8million, which could rise to £12million, and Debuchy is expected to complete a medical next week in London.
After the Germany game Debuchy told a reporter from TF1 television: “Yes, I will be joining Arsenal for next season.”
