Milner became the club's record signing when he made the move from Newcastle last month after having spent a previous season at Villa on loan three years ago.
The 22-year-old has so far been restricted to a series of substitutes' appearances in the Premier League with O'Neill keeping the same side for the opening seven games.
His only starts have been in the two UEFA Cup clashes with Litex Lovech although that may now change after Villa's 2-0 league reversal at Chelsea last weekend.
Milner: "Don't get me wrong, every footballer wants to play but the lads have been brilliant all season. There's competition for places and you have to play well to stay in the side.
"That's the way it should be, it's healthy. I haven't been frustrated at not getting games.
"I'd be delighted if we won every game with me sat on the bench. What's important to me is being part of a massive club doing well on a number of fronts."
Milner insists it will be a 'very special' feeling to step out for international action at Villa Park tomorrow night.
England take a 3-2 lead into the second leg of the vital play-off against Wales as Stuart Pearce's men look to qualify for Euro 2009.
And Milner is looking forward to playing in front of his home crowd.
Milner: "It's nice to play at your home ground for your country.
"I played at Elland Road for the under-21s when I was a Leeds player and that was a great occasion so hopefully this will be another good one.
"Aston Villa have a great support and I'm sure the Villa crowd will get behind England, especially with the club having three players in the squad.
"For myself and the other Villa boys to get a chance to play here for England is very special.
"Villa is a magnificent club and having been here three years ago, I was able to see that before.
"But the club has come on since then, too and there's a real buzz around the place.
"Villa Park is a great stadium and I'm delighted to be back playing my club football here."
