The FA hope their ticket-pricing policy will ensure a healthy turnout at the 90,000-capacity stadium.
The match will be England's first at Wembley since a World Cup qualifying defeat to Germany in October 2000.
The FA have also announced that all FA Cup semi-finals will be played at Wembley from next season.
This weekend's semi-finals take place at Old Trafford and Villa Park but the FA feel Wembley's greater capacity will serve the games better in future.
