Peter Ridsdale is hopeful of persuading Fowler and Jimmy-Floyd Hasselbaink to sign new deals at Cardiff on "reduced terms".
Fowler has also been offered a pay-as-you-play contract in light of the injury problems he suffered during his first season at Ninian Park.
Dave Jones: "The two players want to remain at the club and be part of what we are trying to do and they each know the new terms of their contracts.
"If they want to take that opportunity on, they will be on reduced terms compared with last term."
