Newcastle had hoped to keep the midfielder until January 15, when Queens Park Rangers visit St James’s Park.
However, Manchester City manager Roberto Mancini has virtually accepted defeat in his bid to keep Kolo and Yaya Toure, Tiote’s Ivory Coast team-mates, in England beyond January 8.
Initially, Mancini expressed the hope that their departure could be delayed until after the Premier League encounter with Wigan Athletic on January 16.
But the Ivory Coast are keen for the trio to join early a pre-tournament training camp.
