England take on Germany and the Netherlands in friendlies over the next fortnight, but it is believed that Shelvey will likely miss out on the Three Lions’ final two fixtures before Hodgson announces his squad for France.
Andros Townsend though could be included for the double-header, and could come up against Magpies teammates Georginio Wijnaldum and Daryl Janmaat, who are in the Dutch squad.
Shelvey and Townsend both signed for Newcastle in respective £12million deals in January and, though the former has impressed in a couple of matches at St James’ Park, he does not appear to have done enough yet to convince Hodgson he should be in the England boss’ immediate plans.
Heightened competition for places has seen Shelvey, who has been capped four times - including on three occasions last year - fall behind the likes of Dele Alli, Eric Dier, Michael Carrick and Jordan Henderson for a deep-lying midfield role.
Danny Drinkwater could also gain a first call-up after excelling during Leicester City’s surge to the top of the Premier League, while Jack Wilshere is highly likely to make the squad for the Euros if he recovers from injury in time.
To force his way back into Hodgson’s plans, 24-year-old Shelvey will need to help drag Newcastle away from the dropzone during the final nine games of the season.
Townsend too will need to impress under Rafa Benitez’s tutelage to ensure his position in the squad is sewn up.
The 24-year-old winger is highly rated by Hodgson, and has scored three times in 10 international appearances, all under the ex-Liverpool and West Bromwich Albion boss.
However, a lack of gametime at Tottenham Hotspur earlier this season saw Townsend fall down the pecking order a little.
The likes of Raheem Sterling, Theo Walcott, Ross Barkley and Adam Lallana have all leapt into Hodgson’s thinking in recent weeks, meaning Townsend’s place is far from secure.
Both Newcastle players could still head to France this summer if they impress during the run-in though, with Hodgson having called Townsend and Shelvey to a 40-man England get-together last month.
