That club is believed to be Swansea, although others have also been linked with moves for Ince in recent times.
A statement issued by Blackpool on Sunday night read: "Blackpool Football Club can confirm that, following discussions with Thomas Ince and his representative, permission has been given for Thomas to discuss a loan move to a Premier League club.
"Thomas has expressed his ambition to play in the Premier League for the remainder of the season, a decision that the club fully understands and supports."
Blackpool are currently 14th in the Championship and recently sacked Ince's father, Paul, as their manager following a run of poor results.
Ince has made 12 appearances for the England Under-21 side, and is Blackpool's leading scorer with seven goals in the Sky Bet Championship this season.
